Background
Star Atlas is ATMTA's fleet-command MMO on Solana. ATLAS is the franchise commerce token. POLIS is the DAO governance token: you lock it on Govern, and lock size plus duration become POLIS Voting Power (PVP) for PIP votes.
A POLIS Improvement Proposal (PIP) is how the DAO proposes and votes on process, funding, and governance changes. The Star Atlas Council (opens in new tab) helps authors through drafting and review. It does not pass or kill proposals on its own. The full DAO votes with locked POLIS. Funding grants often draw from the Ecosystem Fund (opens in new tab) created under PIP-4, which caps a single proposal at 5% of the fund's budget rules.
PIP-36 is a Funding proposal from SAC-3 (September 2026). It targets a single public page for DAO finances, PIP payments and milestones, Council activity, and related wallet balances that today sit across multiple places.

What a Yes authorizes
- Creation of a public Star Atlas DAO Dashboard.
- A competitive RFP so the Council can pick a developer after comparing cost, experience, maintainability, and timeline.
- A maximum Ecosystem Fund spend of 13,992,734 ATLAS (the proposal's stated current 5% limit). The selected developer is paid only the amount in the accepted bid. Unused authorization stays in the fund.
What the Dashboard must show (minimum)

- PIP funding, payments, and milestone completion
- DAO Council activity and governance statistics
- The applicable Ecosystem Fund proposal limit
- DAO Treasury, Ecosystem Fund, and DAO-controlled multisig balances and activity
Process after a pass
- Council publishes the Dashboard RFP.
- 14 calendar days for submissions.
- 14 calendar days to score qualifying bids (1–5 each on total cost, qualifications, transfer/ease of Council management, and timeline).
- Highest-scoring qualifying bid wins, subject to the PIP funding cap.
- Build follows the selected timeline, not longer than one year under PIP-23 Ecosystem Fund Refresh rules.
- Payments follow delivery and Council acceptance. ATMTA has agreed to host the site, so the developer coordinates with the Council and ATMTA.
Vote options on Govern are Yes, No, and Abstain. Govern lists the window from September 18, 2026 through October 2, 2026. Early tallies can move; check the live proposal page before you treat any interim count as final.
Who it affects
POLIS voters
If you lock POLIS, this is a direct Govern action through October 2, 2026. Read the full PIP on Govern before you vote. A Yes unlocks the RFP path and the funding ceiling. A No leaves DAO reporting split across existing tools until another proposal lands.
Players and collectors
Holosim, SAGE Labs loops, ships, crew, and marketplace listings do not change when this vote closes. The player consequence is transparency: easier public checks on Ecosystem Fund spends, PIP milestones, and DAO-controlled balances if the Dashboard ships after a pass and a completed RFP.
ATLAS holders feel this only if the fund later pays a winning developer from the authorized ATLAS cap. That payout is not automatic on vote day.
